If one cannot get a priest or deacon, anyone can baptize an undying baptized person in an emergency.
If the person is above the age of reason and conscious, they must give some sign that they want to be baptised, that they believe believe in the basic articles of the Apostles Creed, and that they want to be forgiven of their sins; or if the person is unconscious and you knows they had wanted to be baptized; or if the person is below the age of reason and unbaptized, you should intend to do what the Catholic Church intends, use plain water if you don't have holy water (other liquids such as soda, cologne, alcohol, etc. are invalid), and pour the water onto the head three times (making sure the water runs across the skin) and saying, “I baptize you in the name of the Father, and of the Son, and of the Holy Spirit.”
If there is doubt that the person is still alive, say, “If you are alive, baptize you in the name of the Father, and of the Son, and of the Holy Spirit.”
The name of the person, date, and minister of baptism should be recorded and reported to the local parish priest.
From Canon Law:
867 §1 Parents are obliged to see that their infants are baptized within the first few weeks. As soon as possible after the birth, indeed even before it, they are to approach the parish priest to ask for the sacrament for their child, and to be themselves duly prepared for it.

Through Baptism we are freed from sin and reborn as sons of God; we become members of Christ, are incorporated into the Church and made sharers in her mission: "Baptism is the sacrament of regeneration through water in the word."
