If one cannot get a priest or deacon, in an emergency, anyone can baptize a dying, unbaptized person.
If the unbaptized, dying person is:
(1) at least 7 years old, and
-conscious, he must give some sign that he wants to be baptized
-unconscious, he must have expressed interest in being baptized before losing consciousness
or (2) under 7 years old,
you may baptize him with plain water (other liquids are invalid), and pour the water onto the skin of the head three times, saying, “I baptize you in the name of the Father, and of the Son, and of the Holy Spirit.”
The name of the person, date, and minister of baptism should be recorded and reported to the local parish priest.
From Canon Law:
867 §1 Parents are obliged to see that their infants are baptized within the first few weeks. As soon as possible after the birth, indeed even before it, they are to approach the parish priest to ask for the sacrament for their child, and to be themselves duly prepared for it.

867 §1 Los padres tienen obligación de hacer que los hijos sean bautizados en las primeras semanas; cuanto antes después del nacimiento e incluso antes de él, acudan al párroco para pedir el sacramento para su hijo y prepararse debidamente.

1213. Holy Baptism is the basis of the whole Christian life, the gateway to life in the Spirit (vitae spiritualis ianua, 4) and the door which gives access to the other sacraments. Through Baptism we are freed from sin and reborn as sons of God; we become members of Christ, are incorporated into the Church and made sharers in her mission: "Baptism is the sacrament of regeneration through water in the word."
